From mid-2011 until the end of 2012, the Department of Environment and Natural Resources carried out a forest carbon baseline study in REDD+ pilot area in Southern Leyte, the forest areas in Southern Leyte outside of the REDD+ area and Leyte Province, supported by the Provincial Government of Southern Leyte, the Energy Development Corporation and the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH project “Climate-relevant Modernization of Forest Policy and Piloting of REDD” The Forest Resource Assessment covers these areas to assess leakages and spillover effects, and shall allow the monitoring of the impact of REDD+ measures on the forest resources over time.

REDD+ pilot projects can only be effective when local population is aware about environmental risks resulting from unsustainable behavior, when people are willing to participate in environmental projects and when benefits provided by the projects form an incentive for complying with sustainable behavior. Operating under this assumption regarding REDD+ implementation, this research looked at the environmental awareness, behavior and participation of households in Southern Leyte, Philippines, and aimed to satisfy the following objectives: 1) describe and assess environmental awareness and behavior of households in selected REDD+ and Non-REDD+ sites; 2) describe and assess the opportunities and limitations to environmental participation among farming households; 3) identify the major factors that affect environmental participation and household income; and 4) identify policy implications and recommendations on how participation of households can be enhanced in the current project design.

Recognizing the Philippines’ vulnerability to climate change, the Climate Change Commission (CCC), with support from the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ), has launched several programs to make the Philippines readily adapted to whatever effects the changing climate will bring to the country. One of the important elements of their programs is the preparation of a compendium of climate change vulnerability and impact assessment tools which can be used by local government units in addressing climate change adaptation (CCA) and disaster risk reduction (DRR) concerns in their respective municipalities. It is envisioned that through this compendium, local governments will be able to integrate CCA and DRR to their respective comprehensive land use plans and physical development plans, among other plans at the local level, and be able to implement such plans with high hopes that climate change impacts and disasters will not bring damaging effects to lives, properties, public infrastructure, economic gains and present and future investments.
