Consultancy - Strategy Paper for Private Sector Participation in the Implementation of the National Climate Change Action Plan (NCCAP)

Terms of Reference

One of the main deliverables of the SupportCCC Project for 2012 is the preparation of a “Strategy Paper for Private Sector Participation in the Implementation of the National Climate Change Action Plan (NCCAP).” The NCCAP 2011- 2028 outlines the country’s agenda for adaptation and mitigation to comprehensively address the challenges of climate change. It is a comprehensive plan that provides key actions that enhance adaptive capacity and resilience of communities and natural ecosystems to climate change. The Plan also adopts the total economic valuation of natural resources that also ensures biodiversity conservation. It recognizes the competitive advantage of putting value on the direct use, indirect use, option to use and non-use of environment and natural resources, as a short to long-term sustainable development goal.

This deliverable embraces the guiding principles of National Framework Strategy on Climate Change (NFSCC) 2010-2022, e.g., “Policy and incentive mechanisms to facilitate private sector participation in addressing adaptation and mitigation objectives shall be promoted and supported” and “The goal to build the adaptive capacity of communities and increase the resilience of natural ecosystems to climate change, and optimize mitigation opportunities towards sustainable development.”

Public financing prioritizes adaptation to reduce vulnerability and risks of communities, particularly of the marginalized poor. The strategy on engaging the private sector in climate change actions should complement this by improving the country’s efforts at adapting to and mitigating climate change.

The NCCAP provides for a policy environment that will encourage the participation of the private sector to optimize adaptation and mitigation opportunities towards sustainable development, with strong emphasis on engaging in Sustainable Energy and Climate Smart Industries and Services. In this, strategic engagement of the private sector could come in many forms. As outlined in Figure 1, this engagement could be at the policy, institution and specific instrument level, and could address framework conditions, financing options, and technology and skills building and transfer. This conceptual framework uses the Private Sector for Development (PS4D) Approach and enables a mapping of current public-private initiatives. Along with the NCCAP, it can also serve as a framework for envisioning the Private Sector Engagement Strategy Paper for Climate Change.


Green S.T.O.R.E. Philippines

As the Filipino communities celebrate National Climate Change Consciousness week on November 19-25, 2012, the USAID-Climate Change and Clean Energy Project (CEnergy), in collaboration with Philippine League of Local Environment and Natural Resources Officers, Inc. (PLLENRO), Climate Change Commission (CCC) and Department of Environment and Natural Resources (DENR) will sponsor a launching of “Green STORE (Strategies, Technologies and Opportunities to Reduce Emissions) Philippines” on November 19, 2012 at the New World Hotel, Makati City.

Affordable Resilient Housing for Vulnerable Communities: a Refresher Course for Dutch Fellows

A refresher course entitled “Affordable Resilient Housing for Vulnerable Communities” will be held from November 19-29, 2012 at the University of the Philippines-Diliman, Quezon City. This will be hosted by the IHS or International Institute of Urban Management of Erasmus University Rotterdam, in collaboration with Netherlands Fellows Foundation of the Philippines (NFFPI),  the University of the Philippines School of Urban and Regional Planning (UP-SURP) and UP Planning and Development Research Foundation (UP Planades).

Climate Change Consciousness Week 2012

President Benigno Simeon Aquino III issued through Executive Secretary Paquito N. Ochoa Jr., Memorandum Circular No. 35, dated August 14, 2012, enjoining all officials and employees of government agencies and instrumentalities, including Government-Owned and Controlled Corporations (GOCCs) and local government units (LGUs) to actively participate and support the observance of the Climate Change Consciousness Week from November 19-25, 2012. This year’s theme is : “Climate Change Pilipinas: Naghahanda sa Pagbabagong Klima.”
