Solid Waste Management for Local Government Units Program


The SWM4LGUs, a program funded by the  German Federal Ministry for Economic Cooperation and Development (BMZ), in partnership with the Government of the Philippines' Department of Environment and Natural Resources (DENR) through its Environmental Management Bureau (EMB). Technical assistance for local government units (LGUs) is provided by Deutsche Gesellschaft für Internationale Zusammenarbeit  (GIZ) GmbH 

The goal of the program is to address the remaining gaps and challenges in the implementation of RA 9003 otherwise known as the Ecological Solid Waste Management Act of 2000 and to assist LGUs to more efficiently implement Solid Waste Management (SWM),

GIZ’s strategic approach to support the implementation of the law is to provide technical expertise and know-how transfer to its partners by establishing model SWM activities and pilot projects.

The selected LGUs who take part in capacity development and receive expert training and planning support to implement RA 9003 will establish showcases for proper Solid Waste Management.
